A Federal Judge in Wisconsin cited a lack of transit in a recent ruling on a freeway project and agreed with inner-city residents and community groups that low income residents would suffer “irreparable harm”. The judge also noted that the limited access highway project will accelerate development in suburban locations and have detrimental effects on air quality. The judge found the Environmental Impact Statement (EIS) defficient in 3 areas:
- Failure to consider social and economic effects associated with expanding highway capacity while transit declines.
- Failure to consider effects on air quality.
- Failure to consider growth inducing effects.
